“It is well settled that veterans have no contractual or vested right to an initial receipt of VA benefits. VA benefits involve no agreement of the parties* and 'may be redistributed or withdrawn at any time in the discretion of Congress.'”

*A contract means an agreement between two or more persons. In other words, the Government never signed anything and benefits or disability is not mentioned in the “Enlistment Document.”
